Brazilian Foreign Policy, Lula da Silva government, Changes in Foreign PolicyAbstract
The Lula government, starting in 2023, rise in a country with a disorganized economy and polarized politics. The country has seen four years of conservatives in power, with a strong discourse based on religious nationalism, anti-communism, and anti-globalism. Since the foreign policy between 2003 and 2010 was considered a successful one, there are great national and international expectations about how this mandate will play out. This article seeks to understand how Lula's foreign policy was during his first 100 days in office, in the face of such a difficult legacy. Newspaper articles and opinion articles written by researchers were selected about this beginning of the government, focusing on regional agendas, the war in Ukraine, Brazil's relationship with the United States (US) and China, and the environment. It was possible to understand with this research that in this period Lula's government implemented many changes, both in its discourse and its actions. If Brazilian foreign policy has a tradition of relative continuity, this change from one government to another represents transformations in the Brazilian model of international orientation.
